The Dubai Aquarium ... the kind that the West can't afford to build because ....

our governments believes in sending our money to Muslim countries around the world while the oil-rich sheikhdoms  use their wealth to build marvels inside their own countries. So .... which countries are more with it?  The oil-rich sheikhdoms or our supposedly enlightened West?
