IMO, the families who are suffering from the ills visited on them by people responsible for the death of their loved ones, will never be able to make peace with the powers-that-be who in their almighty judgement decide to enroll killers and criminals as double-agents onto the government payroll.
In Canada too, just like in the USA, I suspect the same dirty game is being played. Where are the two Kadr brothers now? I will eat my words if those two are not now earning the best of salaries working as double agents for the government of Canada.
There will always be people who will be of the opinion that the government is doing the right thing and such manoeuvers, dirty they might be, but they are still a part of the world we live in now. Check out the second vid where that opinion is given. I know we live in a world gone mad, but to have the killers of your loved ones living a life of luxury and ease when they should be behind bars and then to hear people opine that that's the done thing ... that's beyond the pale.

In the early years after 9/11, the CIA turned some Guantanamo Bay prisoners into double agents then sent them home to help the U.S. kill terrorists, current and former U.S. officials said.
The CIA promised the prisoners freedom, safety for their families and millions of dollars from the agency's secret accounts.
It was a risky gamble. Officials knew there was a chance that some prisoners might quickly spurn their deal and kill Americans.
For the CIA, that was an acceptable risk in a dangerous business. For the American public, which was never told, the program was one of the many secret trade-offs the government made on its behalf. At the same time the government used the risk of terrorism to justify imprisoning people indefinitely, it was releasing dangerous people from prison to work for the CIA.
The program was carried out in a secret facility built a few hundred yards from the administrative offices of the prison in Guantanamo Bay, Cuba. The eight small cottages were hidden behind a ridge covered in thick scrub and cactus.
The program and the handful of men who passed through these cottages had various official CIA code names.
But those who were aware of the cluster of cottages knew it best by its ..........
