It happens in China. The Chinese govt. is appointing bishops without the sanction of the Vatican. Instead of focusing their energies combating radical islam in China, which has grown there rapidly in recent years, like elsewhere ... China wants to foolishly make enemies with the Vatican. Bad move China.
Just try and handle your 10% muslim population unless you want to head into a revolution with the murdering muslims and without the Christians on your side.
China is planning to ordain seven more bishops illegally, deepening the worst rift with the Vatican in recent memory.
