School boards must accommodate faith needs and that may include full religious services, Ontario Human Rights Commissioner Barbara Hall says.

As debate continues over a Toronto school’s decision to allow a Muslim religious leader to hold weekly prayer services, the commissioner said Thursday the Ontario Human Rights Code requires boards to make strong efforts to accommodate faith practices up to the point of “undue hardship.”

In some cases, that requirement could mean services within the school if it doesn’t interfere with its primary goal of educating students, she said.

“The Supreme Court of Canada, (has) been very clear that accommodation is not about deciding whether beliefs are right or wrong...it’s whether they are the beliefs of the person seeking accommodation,” Hall said, adding they must be “sincerely held beliefs.”........
