For the third time in four years, the Harper government has sent a large, Canada-only mission to observe an election in Ukraine, despite a report that concluded it would be cheaper, more credible and more effective to join a multilateral international mission.
Some 338 observers are part of Canada's current independent mission in Ukraine; they are fanned out across the troubled country to assess the integrity of Sunday's presidential election process.
Another 162 Canadians are also monitoring the election as part of a multilateral mission co-ordinated by the Organization for Security and Co-operation in Europe (OSCE), whose missions are considered the gold standard by veteran election observers.

Canada also sent large, independent delegations to observe Ukraine's parliamentary elections in 2012 and its presidential election in 2010, in addition to participation in OSCE missions.
Yet, after the first Canada-only mission in 2004, an evaluation report prepared for the government concluded the large scale of that bilateral venture "should not be considered as a precedent but only as a 'last resort option' for future Canadian observer missions."
"The use of multilateral missions for Canadian short term election observers should continue to be considered as the first deployment option," said the report, obtained by The Canadian Press under the Access to Information Act.
Among other things, the report found the cost of going it alone was nearly double the cost of taking part in an OSCE mission: $9,335 per observer for the eight-day 2004 mission, versus $4,981 per observer for a 10-day OSCE mission in Ukraine earlier the same year.........

...........On the downside, the Canadian delegation had little election monitoring experience and Canadians of Ukrainian heritage were sometimes perceived "to be less than neutral."
Indeed, a survey of observers uncovered some concerns about "partisan behaviour" by some mission members, particularly Ukrainian Canadians who were perceived as favouring the pro-western presidential candidate in the 2004 election, Viktor Yuschenko......

However my inquirer would have none of this. That I had spent a year daily working my way through the King James Version made perfect sense and was even laudable to her, “but the Qur’ān…” She then began equivocating somewhat disconnectedly, bouncing through assorted themes that betrayed her entire understanding of the book to have come from the all-too-often sensationalistic popular American media.

New York's new socialist bully mayor to snub St.Patrick Day parade by not attending

This is the part of the LGBT agenda that I hate with a vengeance.  Why does the gay community want to force itself where they are not welcomed.  Who's made the rule that gay groups should find a place in every parade that  parades in the streets?  Where's it written that all parades must include any group and every group that decides it wants to march along with the main organized procession?   Would the Pride parades welcome an "Anti-Abortion" group or an "Anti-Same sex marriage" group at their marches?  

Mayor Bill de Blasio is a two-faced hypocrite ... his latest stance regarding the St.Patrick Day parade proves that to all who can still think for themselves. I hope the St.Patrick Day parade organizers stick to their guns and don't give in to him, not even by an inch.  What a bully!

....New York City Mayor Bill de Blasio will not march in the city's St. Patrick's Day Parade, an annual spectacle that draws about 1 million people to Fifth Avenue, because event organizers do not allow gay-rights groups to participate.

"I simply disagree with the organizers of that parade in their exclusion of some individuals in his city," de Blasio told reporters on Tuesday.

Parade organizers do not allow gay rights groups or marchers with gay-pride signs to participate in the event, saying that doing so would conflict with the Roman Catholic heritage of the event, which traces its roots back to the colonial era......

“It was the rekindling of a childhood flame,” he said.

The 84-year-old Archbishop Emeritus of Pamplona said: “Homosexuality is a deficient way of manifesting sexuality because (sexuality) has a structure and a purpose, which is procreation.” “Homosexuality, which can’t achieve this purpose, is a failing,” he said in an interview with Malaga-based newspaper Diario Sur, published Sunday.
He went on to compare it to his own deficiency of high blood pressure. “Our bodies have many deficiencies. I have high blood pressure — a deficiency I have to correct as I can.” With this in mind he continued:“Saying homosexuals suffer a deficiency is not an insult. It’s a help because in many cases of homosexuality it is possible to recover and become normal with the right treatment.” His comments brought swift criticism from some quarters........
