Can we not just fry rapists or better still cut them up in bite size pieces ?

Six decomposing bodies have been found at the house of a rapist who spent 15 years in jail  for a 1989 rape conviction. The question now should be: Did he start killing after he was released or did the police department neglect to do a thorough search of his residence in 1989.
