Air Canada should change their voucher-transfer policy

 
A voucher is a voucher.  Why should it matter if the voucher holder transfers it to a family member with the same last name or bestows it on anybody of their choosing.  The balance sheet at Air Canada is not gonna show a different outcome, will it?  So ... what gives?  Is Air Canada saying that all wives should change their last name to their husband's family name?  Is Air Canada saying that a step-father cannot transfer his voucher to his step-child who has a different last name?

Air Canada, it's time to change your stupid policy.

....A Calgary man has set off a debate    on Twitter about Air Canada's voucher-transfer policy after discovering that he wouldn't be able to transfer a voucher for a flight to his wife since they don't share the same last name.
In an email to The Canadian Press, Air Canada said they allow the transfer of vouchers to anyone they wish, but not all transfers can be done over the phone, as Turner was attempting to do. Documents must be provided in order to avoid fraudulent use, the airline says............
